Bliss grew up in Bacolod City in the Philippines, in a poor family and community, where she witnessed the exclusion of children with disabilities. She felt that in her poor neighborhood these children were neglected and endured abuse and exploitation. She has worked on multiple projects to make her community more accessible and inclusive. She initiated a community mapping, life skill classes for children and parents and conducted campaigns for inclusivity. Additionally, she was the Philippines representatives/ambassador for multiple international conventions, forums and committees.
